An architect, an engineer, or a designer with a BCIN for that type of building. Homeowners can design their own house. Other provinces and states have their own rules.
What is applicable law for a building permit?
It is the other rules a permit must meet, like zoning. In Ontario a permit is only issued once they are met.
Is this checklist the building code?
No. It is a general list based on the Ontario Building Code and the Building Code Act. Your town may ask for more, so check its list too.
